PL Garratt was head of the Norton Repairs Department, the successor of EM Franks. Franks' book is well known, and I have a copy. I have looked for a copy of Garratt's book for a long time. When I lived in New Zealand, I had the idea of checking for a copy with the National Library, and managed to borrow it on 'interloan'. I made a copy of it, but have completely failed to find any trace of the book since then.

A quick search finds 2 apparently tatty books for sale, one in U.S.A. and another in U.K. (I presume) but at horrendous prices. Better to get a photocopy where possible.

Could this be a task undertaken by the club - @ £20+ per copy it would be both a great service for members but also a decent income generator.

The Garratt Book crops up occasionally on eBay, I have bought a couple of decent copies myself for around £10 -£15, one for a mate and one to replacea tatty copy sold earlier this year for the princely sum of £4.99 - just one bidder ! (eBay item number: 141687257689)

There is currently a reasonable looking copy for sale at £30 incl postage (eBay item number: 161910837256). There are also a couple of copies on AbeBooks, one in Germany, one in the UK, for a little more than this.
