Yes Tomas I think that is the reason for the difference in the number of teeth on the gear ring.
So if you have a 21" wheel then you will need the 44T gear wheel. I am not sure what number teeth the gearbox pinion should have as I don't remember counting mine and I haven't taken a photo. It might be the same as other Nortons of the time, 14T. A speedometer was an optional extra at the time and the gears and speedo are not listed in the parts books. If you have a 44T ring gear and 14T pinion you could fit those and check if they mesh correctly.

The Inter wheel, 1st photo, is back on my bike and can't measure the brake drum gear wheel for you.
You may be able to estimate the diameter of the gear from the fact that the brake drum has an inner diameter of approx. 7 inches.
If the gear ring and pinion in the second photo have 43 teeth and 14 teeth then they would suit either 16h, m18 or ES2 with a 19inch wheel. I have my WD16h brake plate off the wheel at the moment and it has a 43 tooth gear ring and there are no indentification marks stamped on it.
