Wideline steering stop

Can someone explain the steering stop arrangement on a wideline frame please? I suspect my frame may have been modified as, when i offer up the yokes, there is nothing for the lugs on the bottom yoketo 'stop' against. I can't see anything in the various parts books that I have that looks like a 'stop' but it does appear that the steering damper plate might act as a stop - but surely this was optional fitting so cannot have been relied upon?

The wideline frame that I have, and all the others that I have seen incorporate a bracket that has a sleeve that slides up into the bottom yoke, and then bolts to the front of the frame gusset. It has the stops as part of the bracket which then engage the stops on the yoke. This set up is often used in conjunction with the old style friction steering damper.
