Steering head bearings

Let's call it the charm of sourcing parts and combining them. The 'charm' I'm stumbling over this time, is that I'm looking for headstock bearings.

While the headstock of the Featherbed frame measures 52 mm, in line with all bearing sets on offer, The stem I have, which came attached to the Roadholder forks, measures 20,5 mm, while all sets have an inside diameter of 25 mm.

I'm told there have been differences in stem diameter (and that I should find the smaller diameter, which I did), but why does it seem there's only on size bearings available? Do I have the wrong stem? The stem and yokes do seem right otherwise.

Any thoughts on this matter would be appreciated.

The stem diameter is correct at the bottom of the lower yoke.
The top is correct as the stem adjuster nut goes through the bearing so taking up the difference.

I do feel slightly stupid right now.

If I could, I would blame the lighting in the shed. If not for the fact that I just installed LED floodlights.

It did look like the cup had a collar, because of the corrosion, but after a couple of hours in vinegar, embarrassment set in.
