In my Atlas box of bits I found a ring with 3 holes in it. It fits the the pattern of screws that hold the primary chaincase to the engine but my other dominators do not have the ring. Is it a standard part? and if so, should it go in front of or behind the chaincase?

This sounds like the mounting plate used on the hybrid bikes (P11, N15 etc) to help mount the alloy primary chaincase fitted on these models. A photo and/or some dimensions might help confirm this. This is not generally a part used on an Atlas.
