Adjusting a Twin Leading Shoe Brake

Can someone detail the correct procedure for adjusting a TLS fron brake such that both shoes make contact simultaneously ?

I did it last time off the bike ('on the bench') by adjusting the link so that the two cams lifted the two shoes at exactly the same point. The book method is to remove the link  and then use a pair of spanners on the outside nuts to hold the shoes against the drum, and adjust the link until the clevis pin enters. But I don't have three hands. And it also depends on making sure the spindle is dead centre in the hole in the brake plate..  it does not work for me. Once done it should never need doing again until the shoes are replaced.
