If its been imported then…
If its been imported then it should have been passed on with the Nova paperwork showing the import duties and VAT have been paid. Without this the DVLA will not supply a reg number, you can apply retropectively for NOVA but you will need paperwork to show the duties were paid or a bill of sale on which they work out the taxes and ask you to pay. As long as the Dating Cert shows it was despatched to a UK dealer then it will state Nova does not apply but then how is it missing its reg number, racer perhaps.

When I registered my yamah…
When I registered my yamaha's, the dating certificate didn't say where the dealers were where the bikes were sent. In my experience DVLA are not too concerned about what might have happened to the old number, they now that old bikes often get separated from their plates and documentation, that's what the V55 process is for. Obviously having an old log book helps but it's not the end of the world if it's missing.

It's all here, quite straightforward with a dating certificate from the club, and easier if it hasn't been imported.https://www.gov.uk/vehicle-registration/old-vehicles
