Can't get my horn working

hi all I have a Lucas king of the road no 60 bulb horn that will not sound. Does the reid have to sit perfectly flat on the brass bottom piece or does it have a slight gap.any help much apriecated .

My guess is that it should sit flat. The reason being is that this way it will form a seal against the pressure generated by the squeezed bulb. When the bulb pressure rises enough to lift the strip, air is vented andcauses the strip to close only to reopen microseconds later as the pressure rises again. This rapid cycling creates the pulses which creates the sound and the tone istuned by the bugle flare....Les
