Look at Roadholder 297. Les Howard has written a detailed article on cleaning out petrol tanks using over thecounter products. I recently -and very sceptically- had a go using his method on a fit-for-the-skip evil smelling rust bucket of a tank. It worked. Really, really worked. Cleaned out the old liner, sludge and rust of 60 years.

Google it for demo. It is non toxic and seems ideal. I may be leading you down the garden path as I've not used it yet. Got a late 40s steel garden tractor tank that I started on today
Assuming it works out, then next is my 51 norton es2 tank
Costs $12 for a liter ...not sure how much I will go through but from the looks of things, a liter will do the job easily
The reports on line are very favourable, bio-degradable and no nasty chemicals...at least according to the propaganda.
Give me a couple of weeks and I can tell you how it worked for me

the three options i have come across are
1 - put some spare nuts and bolts in the tank along with a small amount of liquid (fuel) and gently rattle it all around, drain, keep doing until you are happy it is clean enough. Count the nuts and bolts in and out.
2 - Yamalube (and i am sure others) supply a two bottle system. Bottle 1 has an acid which strips the rust, bottle 2 has a neutraliser to rinse after bottle 1.
3 - not sure whether it was here or another forum where someone recently posted about using a battery charger along with the correct solution in the tank to set up an electric cell to remove the rust - sounds like a nice answer.
