Sorry you haven't had a reply on your questions. The lock rings should all be the same from 1932 when the inter-changeable wheels were introduced. There is a spacer between the rear mudguard and the bottom cross tube which is about an inch thick. If you could load a side picture of the guard and rear lifting handle/stay, it might show the reason you have such a large gap between the two.
