Frame number query

I have a data sheet from the NOC showing various details of my Model 18. I have two numbers stamped on my frame one on the upper frame lug and one on the down tube tank lug. The data sheet refers to the one on the tank lug as the frame number and the one on the upper member as being the 'shop frame number'. They are different by a 101 digits. The one on the tank lug matches the engine. Its a 1946 bike.

Can anyone explain to me what the difference is between the Frame Number and the Shop Frame Number?

This is just a guess: would the frame be the same for different models?

Then when the fitter was building the bike it would be stamped with the engine number such that the now new frame number would match the engine.
