Is there a seal between the magneto and the timing chain housing?

Hi Ian, there's a NOC forum stream related to this from 2017 called Rogue magdyno washer.
Apparently it's not a standard part. I had a felt (about 2 mm) pad between the magdyno and the timing case on my Model 18 when I bought it; it's not mentioned in any of the parts books and manuals I have, but I've left it in place.
