I would like to fit small leather panniers to the lugs on the rear rack on my 16H.
Does anyone know where I can buy them ?

If you can settle for something cheap and cheerful you might consider the following:
I fitted a pair to my 16H but improved appearance by replacing the tatty tin fittings with solid antique brass ones. They provide useful carrying capacity for everyday use. Photos attached.
