16H clutch

I have just rebuilt the clutch on my 1937 16 h with new friction discs and inserts in the base of the basket, but now it won't all fit in the basket. There appears to be not enough space for a friction disc and a plain plate. Should I try and use it like this until it all beds In, or am I missing something obvious please?
