You can get split collars from engineering suppliers. Like these-
Bearingboys
Tasman Industries
You would then have to drill and tap one half for the screws that secure the swinging arm spindle in place. The Bearing Boys even do stainless steel ones but only in metric. 1 1/8" is 28.56 mm so 30mm would probbaly be ok, or 28mm and a bit of filing.
