In many cases a gentle sidewaystap with a piece of wood will separate the taper.

The dimensions you ask for are:-

Take a 5/16 x 26tpi (CEI) machine screw with 2.05 ins thread. The screw must be threaded full length.

Turn down the end for 1.3 inches to 0.270/0.268 ins diameter.

This leaves 0.75 ins of thread under the screw head.

You have your extractor.

You can play around with studding and longerscrews to make something similar, but the key dimensions are 5/16 CEI, 0.270/0.268 insand 1.3 ins.
