Navigator headstock bolt holes

Re assembling a 1961 de lux navigator and I was wondering what the two top bolt holes on the headstock are for. the front two mount the headstock cover plate, the bottom two seem to locate the steering lock bracket ok and that works, but there are two at the top, I don't think they are for grease nipples as the cover plate covers them and they are the same thread size as the bottom, any ideas before putting blanking bolts in. thanks in anticipation Arthur.

I don't know what the bolt holes are for. They are left blank on both my Navigators and the Jubilee. Interesting question. Possibly they had some purpose on a Francis Barnett which uses what is effectively the same headstock.

Thank you Patrick, that's fine, I realised some small brackets and parts are missing from the dissembled bike so was unsure, the spares scheme has been helpful to me, brake pedal stop, centre stand swivel curly bracket for the spring, etc so heading the right way with the re assembly, thanks again Arthur,
