Putting the front back on I notice a loose bracket, My suspicion is that the taper roller bearings are spacing things out, is this a common problem with "improvements"? Can we still get the old ball and cup set-up?.

HI Paul, Its a 99, Found the problem, its the lower shrouds are loose,screws not tightened enough, dropped down. Wheel,mudguard staunchions all have to come out---again!.

You don't indicate what bike you are refering to in your post, but if you have taper roller bearings you may have a commando. I had a similar problem with mine. it turned out that the three rubber 'o' rings had been left out which sit at the bottom of the brackets. These are designed to support the brackets and stop them rattling. Check there are three fitted each side.
