This occurs when the adjusters have been overtightened at some point, resulting in (subtle) deformation, such that the adjuster flange then bearsas much onthe support pillaras on the rocker shaft flange.
The onlyproper fix is to replace the offending adjusters: though, pro tem,you can of course insert metal between the flanges. I once used a few turns of locking wire (passing around the pillar) as a get-me-home, and it worked so well that I forgot all about it for some five thousand miles! Shocking but true, a bodge that works iseasily forgotten.
When replacing (as you clearly should), give thought to uprating to the later (fatter) Electra type adjusters. [NB You will need to ream out the holes to suit.] These are less prone to stripped threads and/or bending. Having said which, I am still running happily on 2BA adjusters,per the original design, and they never let go - even with 'enthusiastic' use.

Jim, Roger appears not to have advised you that the larger diameter bolts need rocker shafts with a smaller diameter locking surface. Obvious when you think about it. With care, you can grind the outside diameter of your rocker shafts to a true circle at the reduced diameter. If you can find someone with both later bolts and later rocker shafts that will be the simpler solution.
