Call me picky, but the exhaust pipe doesn't actually meet the cylinder head on your 16H. It's a side-valve motor - the exhaust port is on the cylinder barrel.
The ohv Nortons use a copper-asbestos gasket between exhaust pipe and port. I expect the 16H did also

Forward mounting
When my ES2 silencer bracket failed the other week (fixed temporarily with a Mole wrench - now done properly) the whole weight of the pipe and silencer was hanging off the cylinder head mounting. I'm surprised it was strong enough.....

On crude bikes with no mechanical exhaust pipe retention, just a push fit, I use exhaust putty to seal the joint. Such as on my Super Rocket - but if yours doesn't leak, don't bother.

No. Pipe becomes hotter than head, so the pipe jams tighter when hot. It shouldn't work as well (if at all) with an alloy head, so I've no idea how Norton Jubilee does it.
