Electra Crankcase Breather Question

Hi, I am new here and have recently acquired a 65 Electra which has been restored but never really run so I am in the process of commissioning it. It has a few issues most of which I am happily working my way through. I have a number of other classics, all BSA's (sorry, I must learn not to use bad language) and am quite happy working on bikes. Having sad that my last encounter with a Norton was a Navigator in the early 70's so I'm a bit rusty on the Electra.

My question is related to the crankcase breather. When the bike is running there seems to be more pressure from the breather than I would expect, as in if I look in the oil tank you can see the pressure from the breather forcing a marked depression in the oil surface. I have checked the oil level according to the manual and that is correct so I am wondering if this is "normal" or whether I am looking at problem of excessive blow by.

Any thoughts would be appreciated.
