Hello Andrew, There is usually no offset, on featherbed-framed Nortons,  for the rear or front wheels.   With a Triumph conical rear hub you want to ensure that the rim is aligned with the centre of the swinging arm unit but also get alignment from the final-drive sprocket and the rear wheel sprocket to see if you need an offset in the rim position.  Good luck. The hub you are using is a, not being fitted in a Triumph and b, it is not a Norton hub, so not sure why the wheel builder asked that question. Looks like you'll need to fit the hub without it being built up and measure from the headstock what the offset is that you will need. You may also need to consider the chain run as well.
The other option would be to fit a complete Norton wheel into the swingarm with correct spacers and mark off on the swingarm where the rim centre is and transfer this to the Triumph hub and work out the offset.
