Fork top nut removal

Bit feeble i know but following the needle breaking off my 74 2a tacho  i undid  the large fork  nut only for it reach a point where it just rotates . I have done this before, maybe a decade ago  long enough to have forgotten how, Do both nuts have to be undone for the internals to pop up and provide access to lock nuts ? Is there an issue with forcing them down again afterwards? Once again the curse of  "a simple little job"   Happy 2021 (wouldn"t be difficult")

With bike on centerstand undo both nuts together and put a wood block under the tyre ,which will lift the leg assemblies and allow you to get at the locknuts under the top nuts. Might need to strap the back of the bike down to take weight off the front.

.. put a trolley jack (with suitable packing) under the front frame tubes rather than weighting / strapping the back end as this gives more control over both lifting and lowering. Good idea to remove the handle however as it's easy to trip over!
