roadholder forks , on mercury 650SS

My question to members.
Is it necessary to fit the leather seal between the bottom yoke and fork cover.

My 1964 parts list (too early for yours.. ) only lists leather washer for G15CS, which had rubber gaiters.  Price 4d.
But it lists a 'washer' price 3s 2d for all models.  Probably steel.
No idea if this helps.  But might the leather have been an attempt to keep water out, especially if the rubber should split?  Does yours have rubber gaiters instead of metal covers?

thanks for your input David, i have metal covers, must be to prevent moisture.
Rgm  does not list it.

Nobody else has yet commented.  "In the kingdom of the blind, the one eyed man is king"!
Andover Norton list the steel washer but no leather one appears on their exploded view.

Try RGM. Search for part number T594.
I always use them when rebuilding Long Roadholder forks. Probably only optional on short Roadholder forks but at GBP 1.10 per pair  it's not a big expense.

Thanks members for your feedback.  It looks like they are not needed if I have the metal shroud covers, but I did find the leather washers in Andover PRE featherbed P/n 06.0760.

These are usually fitted with external springs as in long roadholders and AMC teledraulic forks
