The instruction book I have for the models '59-'67 50, ES2, 88,99,650, etc says for the singles, "When the engine is assembled at the Works, the valve ball spring adjusting screw is screwed home and released 1-1/2 threads."

Greetings,
From my copy of W.C. Haycraft's book of the Norton 1955-63, it clearly states " Tighten the later fully, then screw it out 1 1/2 turns. Afterwards lock with center punch."
It certainly seems to work on my 1961 model 50.
