This bike has been sold or tried to be sold a few times. Apparently it is a non matching numbers bike.

Can I start the ball rolling?  It undoubtedly looks like new.  Since the frame and engine numbers didn't match until post WW2, I can't see that the difference matters.  It would look a little better (to me) if the WD 'Doll's Head' brass gear indicator plate was removed and a small neutral indicator added instead.  Hardly a deal breaker.  The Inters had gear ratios stamped on the back face of the gearbox.  The correct ratios are not ideal for the road and, if it does have a later road bike (possibly WD 16H) gearbox, almost nobody will know except for you - and it will be easier to ride.  Just bear in mind that it won't look as clean as that for very long if it's used on the road!  I think you are in USA?

A few small comments.  It's a fully welded tank, without the crinkly bottom edge (as is mine, so I don't want to criticise) so tank (through bolted) might be later.  Others might know better.  Plunger frame: is that the pre-WW2 design?  Or is it a post war frame? And does it matter?  The carburretor won't have a tick over unless it's modified.

If I were in USA and looking for an Inter - I'd be after it.

I don't have a complete set of records, but I can see that Norton appear to have begun producing spring frames with 92*** series numbers around April 1938. I would never dare to say that a frame in this range couldn't have been dispatched as a 1939 model, but it would be a surprise if it was actually assembled in 1939.

I'm also not happy about the curved back "6" and "9" with the tails almost touching the loops and the serif on the base of the "2" is unlike a Norton stamp. 

Any serious potential buyer ought to have a detailed confidential chat with the relevant NOC officer. 

I couldn't find engine 66592, but 66591, 66594 and 66595 were all despatched on the same day in May 1936. Not 1935. I'd take any comment from this seller with a pinch of salt.

The deep post-1940 WD (or replica) toolbox jar a little, as would the post-war horn if it's truly being touted as a top of the tree "International" concours winner. The 85mph non-illuminated, non-trip mid-war WD speedo would not have been first choice for the average Inter owner either !

.... several repros, subs from other models or years.  But a lot of moneys worth, a lot of good work and if you want a show pony....

Some parts show hints of competition prep with some drilled bolts and wire ties, parallel check springs and high level brake adjuster in the front end but then a simplex soft tyre on the rear. The work is nice but it's not very original. is the frame number brazed over and restamped, I see number shapes when you zoom in.

   Just to add to the above comments, this bike has appeared a couple of times on this forum with more photos with which I was able to see the frame is the post-war version. If you look at the photo of the number you can see a faint C 11 above which would be a 1948 490cc International. The 1939 frame number would be nearer 100,000 or more. You will notice there is no Andre steering damper fitted as post-war frames did not have these. The front wheel hub is also from a post-war tele fork bike.
   As David says, it all depends how you feel about having a bike built from various parts. It will still ride like a pre-war Inter and there won't be many people that will know how original it is anyway, and this might also give you a bargaining edge with the price. The biggest hurdle will the registration for road use. If you are in the USA and the bike is there also, you should be o.k. but if you are in the U.K. the DVLA will take a very dim view of any dodgy frame numbers and will be reluctant to give you an age related number.

But was reluctant to say. Your expert eye points out the physical differences which confirm, it's a bitsa! But there is not a lot wrong with that...  ...at the right price
