1927 Model 18 rear brake shoes

Does anyone know how to remove the pivot bolt from the rear brake shoes?  I'm told the rear hub is the same as used in Royal Enfields from that era.

I've just had mine re-lined but when the shoes were grit blasted the grit got into the pivot bolt, so now needs cleaning to ensure a smooth rotation, but I don't know how they are secured.  I'm guessing I need to put locknuts on the short thread and then try and unscrew the centre using the large screwdriver slot (which are not in good condition).

The bolt should just push out.  The only nut is on the outside of the backing plate. There could be some corrosion between the steel bolt and the aluminium shoe preventing removal.
