rigid Norton 16h rear wheel bearing spacing

Can anyone assist me with detail regarding the spacing of the rear wheel bearings of a 1930's 16H please. The model is a civilian 1938 model and when removing the rear wheel yesterday it was near impossible to remove the right-hand side spacer and then dropping the wheel leaving the brake in place, this after removing the three sleeve nuts. Looking at the wheel post removal it seems the left-hand side felt washer cover is protruding out past the hub. My question is is this correct or should the felt cover be flush with the end of the hub? The reason the wheel was challenging to remove was just the 1/8 inch the felt washer cover is sticking out. I removed the felt washer cover and tried pressing the bearing in further to enable the felt washer cover to sit further back but there was no movement available in the bearing. Before i push the bearings out and start to investigate further i'm hoping someone can advise on the felt washer cover position please?

Hi I hope this helps as your 16h is an earlier model I have a wd 16h 1942 when I replaced the rear wheel bearing it will only go into the hub as far as the inner spacer will allow the seal only seams to sit just inside the hub flange just sticking out slightly sitting on the bearing face when I remove the rear  wheel on my bike I pop the seal cover off then the wheel can be removed . Thanks Paul, agreed this seems like what I would expect to happen when removing the rear wheel, sadly my situation is not so straight forward. It seems that whoever assembled my rear hub got something quite wrong and the felt washer is sticking out far longer than would be correct. Maybe someone could post a photo of their rear when hub (end on shot) left hand side (brake side) and help me see if I have something wrong
