I have made a schoolboy error and not taken enough pics when I started the job.  When refitting the front hub bearing retaining ring should it end up flush with the housing?  When I refit it I have 2/3 threads still showing. NavigatorFront hub

Is this a Navigator front wheel nearside? I seem to remember pen steel washer and other parts for this wheel. Not what you have.

Have a look in your manual.

Roger, the parts list and instructions seem to suggest that on nearside of Navigator hub. 
Remove lock ring, remove felt, remove spacer, observe bearing. 

Perhaps your bits are correct. My memory letting me down. 

The spacer must be stepped to accommodate the felt behind the lock ring. 

I think the lock ring is just proud of the hub when fully home. Someone else may confirm.

... I always replace open wheel bearings with 2RS type (rubber seal both sides) as the felt and pen steel washers are pretty pathetic.

Of course the front wheel is the same as the heavy twins (Dominator etc) so it may be worth looking in manuals for them.

The Navigator Front Wheel is almost the same as the 1957-on Dominators. As Ian suggests replace the bearing with a sealed version. That does help cut down on the yearly maintenance fun and games.. At one time the twin ball bearing could also be obtained in a sealed form. However, it was 0.056" thicker which could mess up the spacing of the chunks sitting in the hub..

If the wheel innards have been completely dismantled, this is the bearing to replace first as the locking ring holds it firmly up against an inner shoulder. Remember, the ring has a left-hand thread.
Going sealed bearing saves having to dismantle it all again to add the forgotten pen steel washer and felt ring The bearing spacer then goes in from the brake side........longer end first. This being followed by the double bearing which also feeds in from the drum plate side. Lastly, another pen steel washer, felt ring and an alloy washer complete the bundle of bits. The last item generally requires some gentle peening to hold in position.
