I am not an expert on this but I do have a copy of Matthew Vale's book Norton Commando, The Complete Story which lists engine numbers on pages 76-77. Engine numbers normally matched frame numbers although this did change for 850 Mk3 Commandos (1st engine 325001, 1st frame F125001). The list carries a 'health warning' as does my response!
Engine 316,600 is listed as June 1974 for an 850cc (Mark 2 or Mark2A) and refers to NOC as the source. This is the highest pre-Mk3 engine number listed.
The highest Mk3 engine number is 336538.
So it looks like any frame number starting 360*** is likely to be unofficial as you indicate.
I would suggest contacting NOC Records for further assistance.
