Well I finally got to take the Navigator out for it's first run in about 50 years. Really enjoyed it. Cert different. The only issue I had was when the throttle is fully open the engine dies. Ease of on the throttle and it catches up. I was wondering if it is the taper needle position. I have it in position 4 counting from the bottom. Is that correct or is it starting from the top?
I'm also looking to buy or borrow a speedo while mine is away being repaired. Please get in touch if you can help.
With the throttle fully open…

Great to hear you have…
Great to hear you have enjoyed your first run on your Navigator. I suspect your fueling problem is because with Amal carburetters, the needle position is counted from the top down. The top groove is position number one, and the position is indicated by the clip on the needle, which sits within these grooves. You have got the needle set far too low which is probably making your engine too weak at full throttle. An easy fix!

Petrol cap breather? Or, try…
Petrol cap breather?
Or, try lowering the choke a bit at a time at full throttle.

With regard to Speedo
As I remember. It's a "Construction and Use" requirement not an MOT one. Simple solution is to go for a cycle type unit from less than £20.
Pretty sure Nick has given you the right solution for the carb.

Cheap GPS speedo doesn't…
Cheap GPS speedo doesn't even need the sender on a wheel etc. Just fit to the bars with rubber o rings. Don't go too fast through tunnels.

With the throttle fully open, the fuel is metered by the main jet size.
Is the air slide (choke) lifted fully out of the carburettor throat?
How much fuel runs out of the carburettor in a minute, with the main jet cover removed? Fuel starvation is not unknown.
