Alright Dave, if the nut threads look OK-and they're easy to check visually- then it could likely be the stem threads. When you consider that all the important adjustment and pressure is on only a few of the available threads, well, eventually they are the ones that are going to wear out. Oh, and make sure the stanchion pinch bolts are properly tightened or else all the suspension loads are being concentrated on the steering stem.

Just a thought, check that the fork stancions are not too high or low, in the botom yolk, and causing the top yolk not to sit downcorrectly on the bearing adjusting nut. Regards John O

OK Dave, I've not come across this problem on a Norton, even when using taper bearings on a featherbed. It could be a mixture of worn threads and vibration. Before trying a new crown nut, I would try a length of ptf tape, plumbers finetape around the threads. I have used this many times with success in other areas.. The good thing aboutthis nutis that you can keep an eye on it while riding. Because the external thread is on the bottom yokestem, it might be guess work to know under the top yoke if this is successful but at least it isquick and cheap to try. Thread lock might help but won't take out any of the wear. (Assuming there is thread wear) Good luck.
