One thing to check is that you have the correct number of teeth on the two sprockets. In 1948 this changed from 15 to 16 teeth and if the p.o. has fitted 15 tooth sprockets then the mag chain will be very slack. I found this issue when rebuilding a 1951 ES 2.

As Paul mentioned above, the magdyno is on an alloy platform, which protrudes down between the engine plates. Slacken the lower lock bolt (5/16" BSC thread into alloy!), which is located behind the oil pipes, then loosen the main clamping bolt that passes right through the platform and the engine plates, you can then lever the magdyno back to adjust the chain.
Make sure you check for any tight spots in the chain, the adjust at this point.
If you end up removing the oil pipes to get the the lock bolt, it might be worth replacing the bolt with an Allen screw, which aids future adjustments.
