Mk2A - another small dilemma

Please could someone advise if the number plate support bracket (AN 06.3727)should go on top of the frame 'clip' (AN 06.1121) or between the 'clip' and the mudguard itself.

The AN drawing suggests between but these drawings are not always accurate.

Thanks John, and infact I can now see the tell tale marks on the mudguard where the clip has been sitting for years...and the top cover fits best in this position too.
