Inlet manifold for twin carb 99

I have a 1960 99 which belonged to my brother and it has only run for 9 months in 1979 since1970, not turned a wheel since! I am in the process of finishing the restoration and have discovered that the inlet manifold for twin carbs ( I suspect the machine was ordered this way) is drilled and tapped presumably for a balance pipe on the underside. I do not recall the machine ever being fitted with such a device. It has been in the family since the mid 60s. Perhaps these holes explain why I never felt that it ran as well as my previous 1959 singe carb 99. Would it be an advantage to fit a balance pipe? If so, can anyone tell me what size of bolt is needed assuming that it was factory supplied. I can of course blank off the holes as an option. As I am in France getting anything other than metric is a pain.
