The purpose of the pressure release valve is to relieve the
pressure in the oil chambers from reaching levels which could force leakage or
line eruption. The valve is factory set to release at the 50 - 55 lb. mark. The
valve will divert the oil back to the return side of the pump which pushes it up
to the tank.
I have never heard of any problems with this item but if
you are re-doing the bottom end (especially after a seizure), take this apart
and inspect all the pieces. Provide a thorough cleaning and reassemble as per
the factory recommendations.
The only method I know of checking the
pressure setting is with an oil pressure gauge attached.

Oil Pressure Release Valve: The hexagonal post inside the timing cover contains the pressure release valve. Unscrewing the first hexagon removes the spring and plunger. The second hexagon forms the body and when overhauling, this should be unscrewed for cleaning the screen attached to it.
