Routes tried to acquire the part and response received.
1.RGM, Andover Norton, Norvil, Feked and Burton/British Bike Bits all have no stock and no due date/prospects at the moment.
2. Wanted Ad on NOC Classified proved fruitless.
3. Leightons apparently can’t get bases made.
4. Nothing coming up on eBay search.

Sounds like its for 1960 De lux with clip down seat . Later ones had the dzus fixing . Always were a bit insecure but very scarce . I would be interested if no one else is. A photo would be very helpfull ,

Variations
From the first Slimline models up to 1962 there were a number a variations of dual seat. This include colour, style and fixings.
The first Manxman 650s was famous for its Red Seat trimmed with White piping. Later on a Black version as used on the 88 &99 bikes, of the time, was fitted. All these seats, including those for the DeLuxe models had twin prongs for mounting at the front end and spring clips at the rear.
This form of seat mounting had a weakness and quite soon, an addition to provide more strength came in the form of a couple of rubber buttons that sat on top of the frame rails.
With the release of the Manxman Mk2 in the US and Europe, the 650 range for the home market acquired the Dzus form of single point fixing on the rear mudguard. This type of seat being the norm until the final 650SS and 750 bikes appeared. followed by the Mercury. All of these having a hump at the rear end.
The exceptions to all of the above being the Police and Military versions based around the Slimline frame. Most, but not all, featuring a single seat to leave room for a radio or other gear.

So Tonys spring clip seat may possibly fit Peters 99 if its an early 1960 model , although its not the most reliable secure design. I am pretty sure they never fitted that seat to the 650 which was later. There were some 650 std and Deluxe built but I'm also pretty sure they had the rear dzus fixing. As Phil said they were poorly supported and an extra rubber in the center is helpfull if you carry a passenger. I fitted one and it resists the seat rubbing the side panels on the DL. I have a photo of the first ever 650 built Nov 60 (unrestored ) and it has the Dzus fixed seat.

Received this request for NOC to consider commissioning a batch of Slimline Dual Seats. To suit slimline up to 1966, when I believe the 650SS and Atlas became humped at the rear.
Followed up with enquiries to the suppliers listed and a couple more. I agree that the seats are listed as normal stock items - out of stock at this time.
After a few phone calls it appears that Leightons produce the bases, but their press for making the seat bases requires a bit of work. (Mutterings about electric supply and H&S). They are working to sort the problem, biggest backlogs will be done first. The good news is that they will definitely be making more Slimline Dual Seats, as the demand makes it economic. They supply the trade too, although Andover Norton did not admit to taking seats from Leighton.
Andrew at Leighton advises NOC members to get hold of the best slimline seat pan they can, and he will re-cover it. It will be months, not weeks, before the press tooling for Slimline Seats is up and running at the new Leighton premises.
As an aside. I get requests from people who say they can only get pattern parts and it would be useful if the club could produce fresh 'Genuine' parts. That sounds contentious!!
In the case of dual seats, I'm afraid it looks like we will have to join the list of suppliers urgently waiting for Leightons.
