It is generally considered "good practice in engineering" to place a paper washer or gasket between a bronze bush and an oil seal to prevent oil leakage and ensure proper sealing. Minor imperfections between the surface of the bush and the seal are filled by the paper with its compressible construction and act as a barrier to oil leakage. The paper washer also protects the seal from damage during assembly. Cheers, Howard
