Rear brake drum spindle assy

The spindle that goes through the brake drum and into the swinging arm has a lot of play when assembled. It's almost as if it's "floating".It looks like the centre of the brake drum has wear too. The double row bearing is not worn. Anyone have any experience with this set up? I'd like to know if there's supposed to be movement in the shaft that sits through the brake drum and swinging arm Ta.

The stub axle is loose in the drum, or the drum is loose on the stub if you prefer, until the wheel spindle is inserted thru the wheel and bolted up. The stub axle merely butts against the drum bearing (4203, double row) and isn't located until everything's assembled.
