Looks like an earthing point, its not an original unit but repurposed from an unknown source (well to me) so any answer would not be for a Commando but for where ever it came from. As its likely from a negative earth application it needs covering up in case it makes contact and blows a fuse.

interesting that it is not a standard commando part because the female part that it fits into is integrally riveted in the headlamp shell. It is visible in the background of the photo. Would that indicate that the headlamp is non standard too ?

What is the words on this unit?  Where do the wires go? If we have the colours of the wires and it is wired with original wiring it will be easy enough to advise what the unit is/is doing. If that is the headlamp in the back ground then that is flat! Not a standard headlamp me thinks. Also we can see an original type flasher unit in the background, is this connected?

.. be a bit nervous about that uninsulated terminal at the top right which may have originally been an earth but as said possibly for a negative earth layout. At the least I'd tape it up in case of accidental contact.

But I've never seen a flasher unit like that.
