Adjusting the rear drive chain and noticed when unloaded tension is set to 1 1/2" the bottom of the top chain run is just level with the chain guard lower edge rear of the front mounting bracket. Was this designed in or coincidence?

Given your experience with Norton's 'precision' in frame manufacture, I would think that what you describe is down to nothing more than pot luck!
