Clamping wiring loom

Hi,

There is a tang in the new headlamp shell, near the cable entry hole, that I assume is intended as an anchor point - I guess the intention is that the cables are tie wrapped to this.

My question is if the general consensus is whether the cables should be tied  to this or to the frame, or both?

Never seen this used as anything other than an earthing point, a red wire is soldered to it which connects to a 6 way rubber connector linked to harness and the bulb earths. You put a short leather belt around the harness next to the grommet to keep the harness in the headlamp shell and then use tie wraps around the harness and frame tubes.
