Hi Chaps, I have bought a pair of new fork oil seals from RGM. They are the same size as the old seals but, unsurprisingly, slightly different in appearance. One side has a more 'rubber' visible compared to the old seals but, I assume that as for all 'normal' seals, the rubber lip side faces towards the oil to be sealed i.e. in this case, down towards the bottom of the fork leg?

The internal tension spring on the rubber lip faces the pressure, the amount of rubber you see is just down to the makers design/manufacturing process and more rubber helps the sealing in some cases depending on application. Norton seals are single lipped, you can get ones slightly larger on the OD with an extra lip to keep any grit away from the sealing lip.
