Dominator Brake Shoes

Turning my attention to the brakes on my restoration, both brakes have loose bent steel plates on the brake cam end of the shoes in addition to the steel plates which are part of the brake shoe proper. Please see photo below.

I do seem to remember something similar on my Mini brakes many years ago, but can find nothing in the diagrams for the Norton.

Are these additional "shoes" at the cam end due to a previous owner ekeing out the last of the worn linings or are they a normal part of the Norton brake set up? The drums do not seem overly worn or showing signs of having been repeatedly skimmed in the past. 

I shall be having both sets of shoes relined to suit the drums and wish to know if these extra metal parts should be part of the set-up or not.

Those plates are not standard been put in to pack shoes out, not needed especially as you are having shoes turned to match drum. I just did that to mine and now quite a decent brake
