I don't know if this helps but when I rebuilt my Jubilee I used sealed wheel bearings as there was evidence of grease getting into the brake drum ruining what were otherwise good brake shoes. I dispensed with the felt 'seals' entirely.
Even with new cups and felts seals grease will probably seep into the brake drum eventually so with 'new technology' i.e. sealed bearings this can be avoided.
