16H 1938 Timing covers Great Coxwell

Desperately seeking inner and outer timing covers for 1938 year 16H....it appears to be about 1/4" shorter than the 1937 and subsequent 1939/WD pattern covers, and all the bolt holes are in different places. Anyone got any ideas? Converting a WD cover is a lot of welding/machining.
